Your files are not ionCube licenses.
The layout of the codes, makes me think that it comes from a decompiler that we contact, to decompile this kind of file is protect in Dynamic Key.

I can't extract anything.
Either this is normal, and these are empty files that have been compiled, or there is Dynamic Key protection.
Try emptying these files, and see if everything works.
